The Utilities and Infrastructure Lead will oversee the design review, coordination, and site supervision of utility and infrastructure works within a PMC or consultancy environment. The role will ensure that all infrastructure systems are properly coordinated, technically compliant, and delivered according to the project requirements and authority standards.
Key Responsibilities
Lead the review and supervision of utilities and infrastructure works.
Review and approve designs, drawings, calculations, method statements, material submissions, and technical proposals.
Oversee water, sewage, stormwater, irrigation, power, telecommunications, and related utility networks.
Coordinate utilities with roads, civil works, structures, buildings, and MEP systems.
Identify utility clashes and provide technical recommendations to resolve coordination issues.
Monitor contractors’ performance, construction activities, and compliance with approved documents.
Ensure compliance with project specifications, applicable codes, quality standards, and authority requirements.
Coordinate with relevant authorities regarding submissions, permits, inspections, and approvals.
Provide technical support and recommendations for utility-related site issues.
Monitor testing, commissioning, inspections, and handover activities.
Ensure that contractors implement the required QA/QC procedures.
Participate in technical and progress meetings with the client, consultants, contractors, and authorities.
Review project progress and report key issues, risks, and recommendations to management.
Coordinate and guide civil and utilities engineering teams.
Support the review of variations, claims, and technical changes related to infrastructure works.
Requirements
Bachelor’s degree in Civil Engineering or another relevant engineering discipline is mandatory.
Master’s degree in Infrastructure Engineering or a related field is preferred.
Minimum of 10–12 years of relevant experience.
Strong experience in utilities and infrastructure projects, including water, sewage, stormwater, irrigation, power, and telecommunications.
Previous experience in design review and site supervision within a PMC or consultancy environment is required.
Experience overseeing contractors and reviewing technical submissions.
Strong knowledge of authority requirements, utility permits, approvals, and applicable regulations.
Experience in large-scale or city-wide infrastructure projects is required.
PMP certification is preferred.
Professional Engineering licence is an advantage.
QA/QC certification is preferred.
Primavera P6 knowledge is an advantage.
Strong multidisciplinary coordination and stakeholder-management skills.
Excellent technical judgment, reporting, communication, and problem-solving abilities.
