- Lead the complete proposal process from opportunity identification to final submission.
- Review tender documents and identify scope requirements, deliverables, submission criteria, and compliance requirements.
- Develop proposal strategies, submission plans, and timelines.
- Coordinate with engineering disciplines, project managers, technical leads, and cost control teams to collect all required inputs.
- Prepare and review technical proposals, methodologies, work plans, project understanding, schedules, organization charts, and project references.
- Ensure all submissions comply with tender instructions, client formats, evaluation criteria, and regulatory requirements.
- Manage and mentor the proposal team, allocate tasks, and monitor deadlines.
- Perform proposal quality reviews before submission to ensure accuracy, consistency, and professionalism.
- Maintain proposal databases, including previous submissions, technical documents, project references, CV database, lessons learned, and standard templates.
- Improve proposal processes, templates, and overall submission efficiency.
- Support the company in increasing tender success rates through high-quality, well-structured proposals.
Requirements
- Bachelor’s degree in Engineering.
- Minimum 7–10 years of overall experience, At least 2 years of experience in a managerial or team-leading position.
- Experience in engineering consultancy or design engineering is highly preferred. Candidates from contracting engineering companies can be considered, provided they have experience in proposing consultancy services.
- Experience in construction projects is a must.
- Experience in infrastructure projects is a plus.
- Strong technical writing and proposal preparation skills.
- Strong understanding of engineering services, consultancy submissions, and tender requirements.
