Job Description

The Cost Control Manager is responsible for overseeing, validating, and monitoring the cost performance of the Project, ensuring that approved budgets, forecasts, commitments, change orders, and cost reports are properly managed by the Project Teams, Consultants, and Contractors. The role provides independent cost assurance to the Client and supports informed decision-making through accurate cost reporting, forecasting, and financial analysis.
Key Responsibilities
• Establish and maintain project cost control procedures, reporting standards, and governance frameworks.
• Monitor project budgets, commitments, expenditures, forecasts, and cash flows against approved baselines.
• Review and validate contractors’ and consultants’ cost reports, forecasts, and cost control processes.
• Prepare consolidated cost reports, dashboards, and financial performance analyses for the Client and senior management.
• Assess cost impacts of variations, change requests, and claims, and support commercial evaluations.
• Monitor cost risks, contingency utilization, and recommend mitigation measures.
• Coordinate with Planning, Commercial, Contracts, Finance, Procurement, and Technical teams to ensure effective cost management.
• Support project governance, management reviews, and decision-making through accurate cost reporting and forecasting.
• Maintain project cost databases and ensure effective utilization of project controls systems and reporting tools.

Requirements

• Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, Finance, or related discipline.
• Master's Degree is desirable.

Experience
• Minimum 15 years of experience in Cost Control and Project Controls.
• At least 5 years in a managerial role on large-scale infrastructure, mixed-use developments, hospitality, or mega projects.
• Previous PMC or Client-side experience is highly preferred.
• Experience managing multi-billion-dollar development programs is desirable.
