2. Duties and Responsibilities
The selected consultant will work autonomously. AICS will not provide venues for work nor equipment, the only support provided will be a letter to be used for the obtention of the visa for the mission to Eritrea.
He/she will provide AICS Cairo with two reports to enable decisions regarding two initiatives financed by the Italian Government in Eritrea, one under formulation (letter A below) and one already advanced (letter B below). These technical details will be gathered mostly through a visit to two buildings of the Orotta Hospital in Asmara, Eritrea where the initiatives will take place. Desk reviews and meetings both in Cairo and in Asmara will also be key means of collecting information.
The consultancy will need to recommend to AICS how to best spend the amount of 1.200.000 euro, either exclusively on the new initiative concerning the gynecological department or by using part of the funds on the initiative concerning the intensive cardiac care unit. The choice will depend on whether the consultant will establish if and to what extent the ventilation room and the roof above the intensive care cardiac unit need renovation work. As the scope of work includes the assessment of the ventilation room and filtration system, the contracted Consultant may, if necessary, retain the services of an additional specialist. The engagement, supervision, and performance of such specialist shall be the sole responsibility of the contracted Consultant.
Ø He/she will be directly responsible of:
A- Regarding the new initiative in the gynecology department “Melotti” of the Orotta Hospital in Asmara, Eritrea:
1) Assess the needs for renovation, rehabilitation and maintenance of the gynecology department “Melotti”, in line with AICS project general objective.
The initiative is in the making and AICS Cairo will rely on the findings of the consultant to conceptualize and budget it. Particularly, for the budget, the amount will need to be determined by
the assessment of the gynecology department and by the one of the cardiovascular intense care unit (letters A and B). Consequently, the following technical details are sought for:
- Site survey of the first and ground floor of the gynecology department “Melotti” of the Orotta Hospital and needed technical works to assess how to improve the access to quality gynecological services.
- Site survey of the first and ground floor of the gynecology department “Melotti” of the Orotta Hospital and needed equipment and/or machines to assess how to improve the quality and availability of gynecological services.
- Baseline/Current number of beneficiaries using the gynecology department “Melotti” of the Orotta Hospital and expected increase in numbers of patients following the renovation/rehabilitation works.
2) Submit to AICS Cairo a proposal for the renovation, rehabilitation and maintenance of the gynecology department “Melotti” of the Orotta Hospital in Asmara, Eritrea, based on the available budget in light of letters A and B of the consultancy assignment.
Following a direct assessment in Asmara as well as coordination with the Local counterparts in the Orotta Hospital and with AICS Cairo, the consultant must submit: 1) as-built drawings and narrative of the current status of the ground and first floors of the area Melotti with description of current risks for users; 2) estimate of construction, mechanical and electrical works in order of priority for renovation, rehabilitation and maintenance, their costs and drawings; 3) estimate of equipment and/or machines. 4) a description of the current average monthly users and the impact in terms of increase in numbers of users following the estimated renovation/rehabilitation/maintenance of the Melotti area.
Deliverable #1.: Within 30 days from the mission to Eritrea, deliver to AICS Cairo a report in English, of maximum 20 pages, meeting international healthcare, safety standards and the best inclusive evaluation options, including:
- a needs assessment including a site survey with a risk assessment, and as-built drawings.
- created comprehensive architectural and engineering designs for construction, mechanical, electrical works in order of priority.
- Prepare procurement documentation for supply and works (Bill of quantities-BoQ, technical specifications, technical drawings).
- a list of equipment and/or machines if needed.
- a relevant budget (an evaluation of costs only for Letter A or of shared costs between letters A and B).
- a description of numbers of users before and after the renovation/rehabilitation/maintenance to evaluate the impact of the intervention.
B- Regarding the initiative: “Strengthening Orotta Hospital in Asmara - rehabilitation of
the cardiovascular intensive care unit and medical training”.
1) Using as a starting point, the report prepared by a previous AICS consultant, assess the needs for renovation, rehabilitation and maintenance of the cardiovascular intensive care unit of the Orotta Hospital in Asmara, Eritrea in line with AICS project.
In June 2025, a consultant submitted a report to AICS for civil, electrical and mechanical works for the renovation of the cardiovascular intensive care unit, located on the second floor of the Orotta Hospital Cardiac centre, in Asmara. AICS is ready to launch tenders for work but it needs an updated report that not only surveys the site (second floor) in its actual status but also assesses the risks of current and/or worsening conditions of the surroundings as far as they impact the cardiac intensive care unit. The needs assessment must establish whether the intensive care unit, located on the second floor of the building, can function properly regardless of the surroundings or if works need to be done also on the roof and on the ventilation room above the second floor to ensure proper functioning of the intensive cardiac care unit.
The needs assessment will be prepared based on a direct assessment in Asmara, the analysis of the 2025 report submitted by the mentioned previous consultant, as well as following coordination with the Local counterparts in the Orotta Hospital and with AICS Cairo.
For AICS Cairo to launch a procurement tender for works, the following technical details are sought for:
- Current physical status (site survey) of the cardiovascular intensive care unit of the Orotta Hospital in Asmara (second floor) and needed technical works to improve the access to quality cardiac intensive care services.
- Establish whether works are needed also on the two spaces above the second floor and notably the ventilation room and the roof in order for the works to be done in the cardiac intensive care unit to be sustainable. As far as the assessment of the ventilation room and filtration system are concerned, the contracted Consultant may, if necessary, retain the services of an additional specialist. The engagement, supervision, and performance of such specialist shall be the sole responsibility of the contracted Consultant.
2) Submit to AICS Cairo a proposal for the renovation, rehabilitation and maintenance of the cardiac intensive care unit of the Cardiac centre of the Orotta Hospital in Asmara, Eritrea, based on the available budget in light of letters A and B of the consultancy assignment.
Following the analysis of the 2025 report submitted by the mentioned previous consultant, a direct assessment in Asmara, as well as coordination with the Local counterparts in the Orotta Hospital and with AICS Cairo, the consultant must submit: 1) as-built drawings and narrative of the current status of the second floor of the Cardiac centre; 2) estimate of construction, mechanical and electrical works
in order of priority for renovation, rehabilitation and maintenance, their costs and drawings of the second floor, as well as of the ventilation room and roof above the second floor, if necessary.
Deliverable #2.: Within 30 days from the mission to Eritrea, deliver to AICS Cairo a report in English, of maximum 20 pages, meeting international healthcare, safety standards and the best inclusive evaluation options, including:
- a needs assessment including a site survey of the second floor with a risk assessment of the ventilation room and roof above the second floor, and as-built drawings (for all three spaces).
- created comprehensive architectural and engineering designs for construction, mechanical, electrical works in order of priority for the second floor and the ventilation room and roof above if necessary.
- Prepare documentation for material and contractor procurement (Bill of quantities-BoQ, technical specifications, technical drawings).
- a relevant budget (detail the use of 450.000 euro on the cardiac intensive unit second floor only or add a detailed budget for the needed renovations of the ventilation room and roof above the second floor using part of the budget to be split between letters A and B).
- a description of numbers of users before and after the renovation/rehabilitation/maintenance.
Requirements
3. Essential Requirements
3.1 Education background
Bachelor’s degree in Civil Engineer. Other degrees may be accepted if supported by qualified professional experience in the sector of intervention.
3.2 Language skills
- A native Arabic speaker
- Very good command of English, both written and spoken (C2 European Level).
3.3 Experiences and competences
- Minimum of 7 years of relevant professional experience in the field of civil engineering.
- Previous experience of assessment of health infrastructures for the purpose of renovations/maintenance through procurement tenders.
- Member of the Egyptian syndicate of engineers.
4. Preferred requirements
Will be additionally considered the following preferred requirements:
- Relevant professional experience with AICS directly or within projects funded by AICS.
- Strategic and effective communication skills.
- Intermediate command of spoken Italian (B2 European level).
- Member of the Italian syndicate of engineers.
5. Evaluation of Applications
The selection will be conducted by an evaluation committee composed of at least one of the representatives of the Italian Agency for Development Cooperation (AICS) in Cairo. The selection could be done on the sole basis of the CVs.
