Job Description

  • Cost Estimation and Budgeting:

    • Prepare and oversee detailed cost estimates for infrastructure utilities projects, including material, labor, and equipment costs.
    • Develop, manage, and monitor project budgets, ensuring alignment with financial objectives.
    • Conduct value engineering to optimize project costs without compromising quality.
  • Tendering and Procurement:

    • Lead the preparation and evaluation of tender documents, BOQs, and contracts for large-scale projects.
    • Negotiate with suppliers, subcontractors, and service providers to secure competitive pricing and favorable terms.
    • Ensure all procurement activities comply with project timelines and specifications.
  • Cost Control and Management:

    • Monitor and track project expenditures, identifying and addressing variances from approved budgets.
    • Prepare detailed cost reports, forecasts, and financial analyses for stakeholders.
    • Assess and manage changes to project scope, preparing cost implications for client approval.
  • Contract Administration:

    • Manage contractual obligations, ensuring compliance with terms and conditions.
    • Handle claims, variations, and disputes, ensuring timely resolution.
    • Liaise with legal and contractual teams to address and mitigate potential risks.
  • Risk and Opportunity Management:

    • Identify potential cost-related risks and develop mitigation strategies.
    • Analyze market trends, competitor activities, and project performance to identify cost-saving opportunities.
  • Team Leadership and Collaboration:

    • Lead a team of quantity surveyors, providing guidance, mentorship, and performance management.
    • Collaborate with project managers, engineers, and other stakeholders to align objectives and ensure smooth project execution.
    • Act as the key point of contact for clients regarding cost and contract matters.



  • Requirements

  • Education:

    • Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field.
    • Professional certification (e.g., MRICS, CIQS, or equivalent) is highly preferred.
  • Experience:

    • At least 10 years of experience in quantity surveying, with a strong focus on infrastructure utilities projects.
    • Proven track record of managing costs and contracts for large-scale projects, preferably in the UAE or Gulf region.
  • Technical Expertise:

    • In-depth knowledge of construction processes, materials, and infrastructure utilities (e.g., roads, water, energy).
    • Proficiency in cost management tools such as CostX, Candy, or Primavera.
    • Familiarity with international contract standards, including FIDIC and NEC.
  • Soft Skills:

    • Strong leadership and decision-making abilities.
    • Excellent communication and negotiation skills.
    • High level of accuracy, attention to detail, and analytical thinking.
