Job Description
Cost Estimation and Budgeting:
- Prepare and oversee detailed cost estimates for infrastructure utilities projects, including material, labor, and equipment costs.
- Develop, manage, and monitor project budgets, ensuring alignment with financial objectives.
- Conduct value engineering to optimize project costs without compromising quality.
Tendering and Procurement:
- Lead the preparation and evaluation of tender documents, BOQs, and contracts for large-scale projects.
- Negotiate with suppliers, subcontractors, and service providers to secure competitive pricing and favorable terms.
- Ensure all procurement activities comply with project timelines and specifications.
Cost Control and Management:
- Monitor and track project expenditures, identifying and addressing variances from approved budgets.
- Prepare detailed cost reports, forecasts, and financial analyses for stakeholders.
- Assess and manage changes to project scope, preparing cost implications for client approval.
Contract Administration:
- Manage contractual obligations, ensuring compliance with terms and conditions.
- Handle claims, variations, and disputes, ensuring timely resolution.
- Liaise with legal and contractual teams to address and mitigate potential risks.
Risk and Opportunity Management:
- Identify potential cost-related risks and develop mitigation strategies.
- Analyze market trends, competitor activities, and project performance to identify cost-saving opportunities.
Team Leadership and Collaboration:
- Lead a team of quantity surveyors, providing guidance, mentorship, and performance management.
- Collaborate with project managers, engineers, and other stakeholders to align objectives and ensure smooth project execution.
- Act as the key point of contact for clients regarding cost and contract matters.
Requirements
Education:
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field.
- Professional certification (e.g., MRICS, CIQS, or equivalent) is highly preferred.
Experience:
- At least 10 years of experience in quantity surveying, with a strong focus on infrastructure utilities projects.
- Proven track record of managing costs and contracts for large-scale projects, preferably in the UAE or Gulf region.
Technical Expertise:
- In-depth knowledge of construction processes, materials, and infrastructure utilities (e.g., roads, water, energy).
- Proficiency in cost management tools such as CostX, Candy, or Primavera.
- Familiarity with international contract standards, including FIDIC and NEC.
Soft Skills:
- Strong leadership and decision-making abilities.
- Excellent communication and negotiation skills.
- High level of accuracy, attention to detail, and analytical thinking.
