Job Description

Duration of the assignment: The assignment has a foreseen duration of 288 working days over 24 months with an average of 12 working days per month. However, the contract duration will be reviewed every quarter based on the evaluation (quantity and quality) of the quarterly assigned deliverables by the project manager.Equipment: The consultant is expected to use his/her own equipment necessary to perform all required duties. The consultant might work remotely, but might be requested to work from the client’s offices, based on needs. In such cases, temporary office space will be made available at the client’s office.Duties and ResponsibilitiesThe “Strengthening the National Council of Persons with Disabilities” project is an EU-funded project aiming to increase the capacity of the NCPD to effectively serve persons with disabilities in Egypt. The Communication Officer will support the PMU of the project in planning, coordinating, and implementing all communication and visibility activities, in line with the draft Communication and Visibility Plan and EU Guidelines. He/she will report to the Project Manager (National) of the “Strengthening the NCPD” project and will act under the technical supervision of the project manager and the overall supervision of the Head of the Office.2.1 Strategic Communication and VisibilitySupport the PMU in implementing the Communication and Visibility Plan and update it as required.Ensure full compliance with EU visibility and branding requirements across all project outputs.Draft and edit press releases, media advisories, feature articles, success stories, and human-interest pieces for dissemination.2.2 Content DevelopmentCreate and manage content for the project’s communication channels, including social media platforms, newsletters, website updates, and printed publications.Design and produce communication materials such as flyers, brochures, roll-ups, factsheets, and presentations.Produce and deliver multimedia content, including photography, video footage, infographics, and other digital products.2.3 Media and OutreachEstablish and maintain regular contact with media outlets, journalists, and opinion leaders.Facilitate media coverage of project events, launches, and workshops, including invitations, press kits, and on-site media support.Develop and implement a plan for documenting project activities (e.g., professional photography and video production).2.4 Events & CampaignsProvide communication and visibility support for project events (e.g., International Day of Persons with Disabilities, awareness campaigns, training workshops, and official launches).Ensure the preparation of event-related communication materials (e.g., event programs, banners, roll-ups, and flyers).Coordinate and support the implementation of awareness campaigns in collaboration with specialized firms contracted by the client.2.5 Monitoring and ReportingTrack media coverage and social media analytics to evaluate communication impact.Develop quarterly communication reports for inclusion in project progress reports.Maintain an archive of all communication outputs, media clippings, and digital assets.3. Minimum Quarterly DeliverablesThe Communication Consultant is expected to deliver on a quarterly basis the following minimum outputs (the quantities can vary depending on the quarter) to ensure the continuous visibility of the project and compliance with EU communication standards:Prepare at least one press release or media advisory on key project milestones, events, or achievements.Ensure media engagement and coverage in at least one project-related activity per quarter (press presence, website articles, or TV/radio mention).Develop and publish one social media post per month across NCPD or related channels.Produce or update visual communication products, including:At least one short video or photo story highlighting project progress (once every two quarters).Regular documentation of activities through photo and video coverage of workshops and events.Contribute to the preparation and dissemination of project flyers, factsheets, or infographics, as per activity calendar.Provide full communication and visibility support for any related project event, as per activity calendar (press coordination, branding, photography, media kits).Maintain and archive a visibility log (press releases, media coverage, publications, and communication materials) for reporting to the EU.Submit a quarterly communication report summarizing outputs, analytics (media/social media reach), and recommendations for upcoming quarters.Requirements4.1 Education BackgroundBachelor’s degree in communications, media, journalism, public relations, or a related field. Other degrees may be accepted if supported by qualified professional experience in the relevant sector.4.2 Language SkillsNative Arabic speaker.Proficient in English, both written and spoken (C1 European Level).4.3 Experiences and CompetencesAt least 5 years of professional experience in communication and visibility within development cooperation projects or donor-funded programs.Proven experience of at least 3 years in strategic communication, media relations, and content development, including the ability to design, coordinate, and deliver multi-channel communication campaigns.Demonstrated experience of at least 3 years working on communication for development themes such as social inclusion, gender equality, disability rights, or poverty reduction, with a solid understanding of the Egyptian social and political context.Excellent writing and editing skills in Arabic and English, with proven ability to produce clear and engaging content (press releases, articles, social media posts, etc.); writing samples to be provided.Demonstrated experience applying donor communication and visibility guidelines, preferably through work on development cooperation projects (project references to be included).Proven skills in basic multimedia production (design, photography, video editing); examples of previous visual products will be requested at the interview stage.Familiarity with inclusive and disability-sensitive communication standards and terminology, preferably demonstrated through previous work on related projects; examples of previous visual products will be requested at the interview stage.
